Stuck on so much today.. Help to confirm 10 down as ancient number system--I II III IV.
And some hint on 13 down might get me moving.
And I see a word for 4 down, where I have B--t--l--c-- -- --s--r, but I cannot really parse the clue about getting to the bottom.

Better to give the clues for those without the puzzle.
10 is dates rather than numbers
13 separate "veteran" and "prisoners", "communists" around upwards
4 the battler is around the stock, for which the first letter becomes the last

4d is L(large) C******(ship)
with c*****( stock) reversed
