I think 16a should be 18a.
Do you mind parsing it? I can't see where the 'function' comes into it. Is the definition 'when hot's air's emitted'? That only works if discussion=hot air, but plenty of discussions can be short and constructive, with no hot air.

Also, I can't parse this one:
14d. Sap departs dressed in a continental fur (9).
I think it's Undermine, un is 'a continental', fur is ermine, but that leaves a 'd' I can't account for, or the 'departs dressed' in the clue.

It is "when hot air's emitted?"
The "?" is questioning if hot air is emitted, not asserting it is.
It could be when in discussion, or not, hence the question mark.
