Again, last one in causing a problem:

24a "Revered ruler ultimately made no specific offer that's binding" (8)

T?E?C??T I can see the answer is THEOCRAT but not sure how this means revered

Any help much appreciated

Chambers says 'theocrat' is a 'deified ruler', so that fits for the 'revered' part.

I'd got the end letters bit inside that; it was the definition that was puzzling me, so obviously need to get a better dictionary

I should read posts more carefully :-/
