Someone from the state of Oregon is an Oregonian.
It is an anagram.
KO is to knock out or put out.
KOKO is a character in The Mikado who had a "little list"

KoKo is the Lord High Executioner in The Mikado, dobbo. He "has a little list" of ones who won't be missed. It's traditional for the actor taking the part to add his own to Gilbert's list.

You may have heard of the Lord High Everything Else from the musical. He was called PooBah.

It's possible the Pooh Bear (Winnie-the-Pooh) was named after him, though probably not!
