42D Uneasy balance? Not so (8) ?E?T?E?S. My best guess is RESTLESS but it doesn't quite work. Any ideas please?

The balance is the "rest" of a sum of money for instance.
Restless is uneasy.
I do not get "Not so"

balance = the rest
"balance? not so" = no balance/rest = restless

restless = uneasy (def)
rest- balance
less- not so
