I would appreciate help in parsing the following answers:

7 down: Blast delivered by Welshman with name in Jazz. (5,4) The answer is trade wind. I see the trad = jazz but am unsure of the delivered and Welshman.

23 down: Singers perch, by the sound of it. (4) The answer is bass, which is a singer, and a sea perch, I think, but why not by the sound of it rather than by the look of it?

Singer is Bass (sounds like base - perch) ?

"delivered by" is a direction to the wordplay
