What is the 'Organised activity'?

36a How to make toil something that runs smoothly? Have a break (4,4,3) - TAKE TIME OFF (Have a break)

I don't get the 'make toil.......run smoothly' part.

I can see 'Her Majesty' = HM + 'A ruler' = A KING, but can't see why EPOC or 'Cope' (brought up) is 'Vestment'.

17 Event is the organised activity, it's cut short to give Even.

4 D. A Cope IS a vestment, a churchy thing/piece of clothing.
