I am stuck on 16 across. The clue is Top legal expert drafting university minutes badly (5,5)

So far I have ???N?/??F?I

Because it ends in I, I conclude it's a Latin expression I don't know but may be wrong. Suggestions on a postcard, please and thank you in advance.

Mufti with a small 'm' is civilian dress of someone who wears a uniform. Mufti with a capital 'M' is 'an expounder of Muslim law.' A Grand Mufti is 'the head of the Muslim religious community in several Middle-Eastern countries'.
