i see TOR(y) and L but not much else.

A guess!
Aide for adviser reversed.
L for Liberal
Tor(y) but that is not two thirds.
An editorial is called a leader.

I did it this afternoon and thought I had it parsed.

I think it's:

AIDE reversed
TORI (two thirds of Tories)
and L for Liberal

Tor(y) is three quarters rather than two thirds?
Maybe a cunning setter?
