I need help with the parsing of 27d. Roman province's symbolic figure in metal (9).

I assume the answer is Britannia but can't see why.

This is a three-definition clue. Britannia is the name of a Roman province, it is also a symbolic figure representing Britain, and Britannia metal is an alloy similar to pewter.
