33 State of agitation gives Lather, add an E for English ('about English') and Neck is audacity, cheek. L e ather neck.

12 It's an anagram of 'an issue' +'man'/fellow.

18 - Mo = doctor/medical officer
On - supports
Quake is Quaker/ Friend, briefly (ie with the 'r' removed)
