Ignore all capitals and punctuation: I often forget !

vile (despicable) and lag (delay) are the key elements to this one. And don't get obsessed with Shakespeare!

Done but not sure about the parsing for 12ac and 17dn. Any hints?

12 Sun = warmer
17 Reversed

12a read it backwards, 17d read upwards! (The bird is mythical)

Funny, I was thinking how good it was since I was able to get most of it without help from the Forum -- a boost to my ego.
But I'm stuck on 18ac, Capital city positioned around new Shakespearean character. I have ?A?????O and can only think Malvolio but have no reason for it. Also would cancel the A I think should be in the 3rd spot of 16d. Also missing 5d, Character who's Shakespearean or Chinese -- ???I?O. But ChrisE, why did you not like it? Just too easy?
