Last one, any hints please?

All I can think of is the River EDEN, (a "runner"), but I don't see how the rest might work. EDEN was a PM (someone at the top), but a long time ago, and that still leaves "caught" unexplained.

Runner is EXE (river).

Hint: Devon River + C
