Is 4d. 'silence is golden' I can see how it fits second part of clue but not first:

Thanks for the explanation. I found it more difficult this week. The 'or golden' is unusual in having the clue & answer together.

They're not really together. Gags - silences. "Or" is golden, saying - it's better not. I thought it a very clever clue.
