The answer is "awakens"; an anagram of "ask anew"
but why?
I cannot see that "awakens " means "complies" for a definition?
Explanation welcomed, please!

I don't recognise "Palpatine" - is he a new compiler?

It doesn't say 'compiles' does it - that can be an anagram indicator.

Puzzling, isn't it?

It seems this crossword has a slight theme within it - 10a and 16a answers form a title in a series.

Check out the setters name and what character he was in a series.

I think the definition is revival and it is also the anagram indicator. The complies is in the clue to indicate that the result complies with revival. May be I am wrong?

I have looked up Palpatine, and I see the Star Wars connection........however, I am not much wiser!
