40d Erected so long to cover site of Manhattan Island, whatever the damage (2,3,4) - AT ANY COST (Whatever the damage)

I thought 'So long' might be TA TA and 'Manhattan Island NY but that leaves letters unparsed so any help much appreciated.

I think the island is just COS - not a great clue, I think

............actually a pretty awful clue - Manhattan isn't equivalent to New York, so "site of" is loose.
