.....also in 15a is "train" doing double duty as fodder and anagram indicator? Is the "again" supposed to ask us to read it as"train train"?

I've never seen "again" as an anagram indicator before. It's not included on the list that I use when writing clues:

I have seen it used in the Times jumbo cryptic a couple of times, but I am not very knowledgable in accepted indicators.

I think your "train" train is correct.
Chambers 12th anagram indicators list does not show "again"
