Can someone tell me in what sense Cuban is a synonym for Republican?

Is it me or this just really poor setting? Maybe I am missing something.

The clue: 17d Republican outlaw led by copper (5)

Cuba was a republic once:

Chambers defines Cuba as 'an island republic', so I suppose Cuban = Republican works ok.

I don't know that this would make Cuban synonym for Republic?
