jazzgirl. Could you please expand on your answer. I always think of CHRONIC as meaning long duration rather than poor quality.

In case Jazzgirl's not around...
Chambers dictionary gives one definition of 'chronic' as 'deplorable', so I think that'd fit the 'poor quality' mentioned in the clue.

Chambers might say they have to reflect the words and language that are being used - I think they're fairly strict about new words, new meanings.
