I cannot parse 18A:
A Republican, noticed without case, sent back with the rest (2,6)
The answer is "et cetera" = the rest (def)
but I cannot parse the rest?
Please can someone explain it to me?

a R.detected without it's 1st and last letter (it's case) backwards.

I didn't realise that 'detected' was substituted for 'noticed'.
