I've really struggled with this one. Is it just me, or is it particularly difficult this week?

I'm now down to the last two:

5 down: Borough in Holy Land city covering area of tax (3,5)
The letters I have (and I think they're all correct) are T ? E / ? R ? N ?

28 across: Make one's own amusements, despairing of popular television from the start (5).
I have A ? O ? T.
