I'm struggling to understand why 15A - "a bad hat and hood" should be CRIMINAL. I can see that a hood can be used to mean a criminal but I don't get the reference to a bad hat. Can any kind soul help me out on this? Or have I got it completely wrong?

All I can suggest is that "a bad hat" is itself a term for a crook or criminal. Maybe it's just a poor clue.
