This won't mean much to anyone not doing this crossword, as there is a hidden theme that I don't want to give away.

I have the solution to this themed clue, but I don't see the significance of the "four times" part of the clue - could anyone explain, based on this incomplete information!?

24a Scoffs very loudly - interjecting four times in constitutional convention (9)

last 2 letters of answer appear four times in last two words of clue.

Thanks mamya - I had another idea of where those letters came from, but I wasn't convinced. Quite clever - partial &lit.

Yes chris - that's a bit poor. I didn't enjoy this all that much, but that's generally the case with Otterden. In particular I thought the "limited research" in 19d was very lazy.
