Oh you clever divils! I'm still struggling. !6 across Talking word playing reptile? That's anarchy! (4,4) I'm blinded with thoughts of Duck Soup, which was pretty anarchic but I can't see the connection otherwise.

Many thanks, kirky and scorpiojo. Don't feel too bad about missing sloganeer (is it even a word?) but should have twigged logan for the fruity name and got it from there.

For 18D, think REP backwards for "agent from below".
