ixion, thanks for that. I don't know the expression 'fly posting'. It certainly fits but I can't relate it to the clue.
However, assuming it is right I now have s?a?p?? for my other query.

ixion,you might be tenuous, though I doubt it. You have certainly been helpful. You too, anniec. I'll go with 'slapper' even though I think it's a bit of a nasty word. It gets my puzzles finished till next weekend. thanks again.

Rouge etc = Slap
for every = per

wrongly promoting = Fly posting
smart = fly
officers = po's (petty officers)
can = tin
lead to grudge = G

thank you Ingrid for your explanation. I would never use 'slap' for rouge and I think 'g' for grudge is what ixion might call a bit tenuous. But I realise that the idiom varies around the world so I'm pleased to hear different thoughts. thanks again.
