Help please with 22 across:

Means of achieving closure as used in Lords & Commons (4) .

I have H?SH and think that for cryptic reasons the answer is
H(AS)H, but why 'means of achieving closure'. Any help gratefully received

Might the 2nd "h" be wrong h(as)p, HP houses of parliament ?

I wondered about hash as it is food, as is commons.
But could not parse it.
But hasp looks bang on!
