Extravagant oil,primarily.

Hello Tom - Otto - OTT + O

Gosh!

I'm not sure I like that clue .. it seems too self-referential or incomplete.

OTT = Over the Top = 'extravagant'.
O = an abbreviation for 'oil' ? or does the 'primarily' signify just the first letter of 'oil' ?
Then there's OTTO = an altenative spelling for 'attar', which is a fragrant essential oil.

I didn't know that meaning of 'Otto' but, even then, I'm struggling to see the wordplay.

Jim C yes I am struggling with this clue...if it was Extravagant oil, primarily a German. it would make sense...perhaps Primarily (meaning = above all) has something to do with it.
