2. Tugboat? (6) -U-G-R
3. Built-up area of urban development (4,4)
H-L- --W- ??HILL TOWN
4. Pulls to one side, then another (4) --W-
*if my guess above is right, then 1st
letter is T

No.2 LUGGER Type of boat
No.4 TOWS TO+west&south
Your others look correct to me.

I personally would think BLUR

Just a thought but could 3 be MILL TOWN or is the H definitely correct, never heard HILL TOWN,

Hill town seemed ok ,as hill implies "up".
If some of the other letters are incorrect then another answer could be HIGH RISE.
