I have come across the above clue more than once recently. The answer appears to be "safe".
Can anyone explain why?
Is it something to do with Saint Peter being the rock of the church?

It's criminal slang for a safe. A peterman is a safebreaker. I believe it is connected to the use of gunpowder to blow open safes, and gunpowder is a mixture of saltpetre, sulhpur and charcoal

This construct, as you have recognised, is used a lot by crossword compilers.
