Nearly done, but I'm stalled in the west.

13d I think must be the one remaining solution that isn't defined, but will go in front of "monger". The clue is:
Fundamental problem of stately buildings (5)
It starts with P
I can think of POWER and PEACE, but I don't see how either works with the clue. Any suggestions?
