My ancient dictionary does not give these points in this manner, but my 2009 Oxford Concise says (in re the clue: "Large vessel's inner layer"):-
LINER 1.a large passenger ship of a type formerly used on a regular line.
2.a fine paintbrush.....
3.a boat engaged in sea fishing with lines.
and another definition of LINER:
a lining of a garment,container,etc
and (later) gives:- SHIP as a large seagoing boat; a sailing vessel......
To me this means a correct answer is LINER.
