25a. Receding water's carrying quaint unfortunate people (7) - S?D?O?S

The only word that seems to fit the letter pattern is SIDDONS, which is the name of an actor, so I think I may have gone wrong somewhere.

21d. Delicate wine with high tea, right? (4,5) - The parsing leads to ROSE WATER

Wine = ROSE + W(ith) + Anag. (high) of TEA + R(ight) - but that would mean the definition is 'Delicate', which I just don't get. Have I got it wrong or am I missing a standard definition of 'Delicate'?
