Got that one but still puzzled by 4d and 23a. Any help please?

4d is a double definition, one of which is an English city.
23a a five letter slang word for "look at", missing the last letter, then "man"

It seems you are right, shroppie - Wiki has "large town and unitary authority", but doesn't mention "city".

15a Unhappy to concede a stroke as a player (7) ?O?N?O?

I have guesses but can't parse them....

12 "bound" as in "jump"
15 I've guessed as well - I think the "player" is a musician
