I'm baffled by the special instructions and the linked clues. I have 16 and some of the other numbers they refer to, but they don't seem to go together.

Also, consider 18d
16 2's high level flat Paul cooked meal in (7)
The answer is pretty obvious, but the "16 2's" bit seems irrelevant.

Any hints about what's going on, please?

I've actually finished the crossword now, but I was still no wiser about the connections! I don't think I've ever come across it separated into stages before!

Incidentally, isn't 19a a bit clumsy?
Most orchards (more than half) rent spaces online. (4,5)
It's the "more than half" I'm objecting to. How about "Most orchards - three quarters - rent space online."?

That's a type of typo that seems to occur with me quite often. I think my kybard's got it in for me!
