If you look at fifteensquared, you will see that some doubts have been raised about this one. It's supposed to be NEW S(ociety) CAST (for "model" as a verb)

17A: Command soldier, in a manner of speaking (9)
answer is direction

This one was also questioned. It's DICTION (a manner of speaking) around RE - but is this Royal Engineer or (more correctly) Royal EngineerS, in which case the clue should have "soldiers".
