I've been googling it with 2 Ls, but that only gives results for sheep, not cattle.

the double ll in charollais is for the breed of sheep the single l is for cattle, could be a mistake on behalf of the crossword setter

Have seen it explained as:

Cha(tea) + A1 (in) Rolls
