Am really stumped as can only see Roosevelt as a fit in the spaces, but can't see how this can possibly be right. Help!

Doh! Have just worked out that it's flowerpot

Flowerpot

OFT (cultivated = rearranged)
cow = LOWER (cow lows)
P - 1st letter of "parsley"

Anagram - after you get your head round all that!
