Still not sure about "out of uniform" ( mber).

Came to this puzzle late due to holidays and agree it was a bit of a stinker.
Like you I still don't get the MBER for out of uniform.
Also although Nomad is obviously itinerant don't get rest of clue.

# and No. are both abbreviations for Number
