struggling today! any ideas for Dead wavy city (6)

I don't suppose the city could be Mexico - as in Mexican wave?

Just a thought - it's the only tie I can see.

Yup I'll go with doublet, tho I don't get the pledger connection. Other suggestion Doggett interesting but doesn't fit my letters.
