12 the "billing address" could refer to "billing and cooing", but I don't see the rest

I'm concerned about the bottom right corner. Four clues to solve and I have inklings but can't justify them in my own mind.
Let's try 22a Powerfully intense, endlessly passionate Anglicans (6) -----E. Second letter may be O, and I assume the Anglican bit means the answer ends CE, so I am left with -O--CE, and i guess the definition is powerfully intense.

Don't worry..... Passionate= FIER(Y) +CE
