could it be city arab?

Soap - Neighbours, Dish - attractive female- soap dish- keeps a bar of soap?

My thinking - a bit oblique - was IT (it girl) in CY for Cyprus ( neighbours of Arabs?) and a (one) rab (anag of bar) How the mind wanders!!
