Having finished a crossword, I always like to make sure I have the parsing sorted, but this is one I can't see (I think the sun has affected my brain )

25a Profiteer has 10 fish (5)
I have TROUT. Tout for the profiteer, but why R for 10?
It's probably obvious, but .....

Is there a 10 ac. or dn. that would have a reference?

10a answer is RUN IN (clue was: argument results in arrest)
