Perhaps Boy = Leo = anagram of sunbed

Central feature of face = nose, blue nosed prude etc

Where I come fro it means something else :)

I would say yes.
blue nosed (stuck up person)

boy = leo (short for leonard) + sunbed (anag)
rolls in new = anagram indicator.

central feature (of face = nose) turned up (stuck up)
