In oom-pah rhythm, oom is downbeat and pah off-. Syncopation can be defined as stressing what is normally the offbeat. Snoopy indeed favors the offbeat in his interpretive dances. :)

syncopation in Collins is an alt of syncope(2): the omission of one or more sounds or letters from the middle of a word.

Example given somewhere is "bo's'n" the rest is an anag(perhaps) of what follows.
