Try treating the title as a clue. It should give you a 9 letter single word which is a synonym of the two word phrase.
Almost without (a 5 letter word for without minus its last letter) + an anagram of clues.
Thanks turast for your help. I was on the right track but was looking for a word to replace 'almost' going round an anagram of 'clues' ! If I've got it right I can see why pencil was required initially. Still not sure why the eleven down clues are entered as they are ! Obviously being obtuse . Again thanks.
