Well, I have to make another plaudit to aristo for his clue, when I congratulated him earlier, I hadn't quite grasped the full wordplay and it's only just clicked now after thinking about it intermittently throughout the evening.
Well done aristo, a superbly written and a very well hidden miscue clue.
Please allow me to parse now I've got it

He's got his own column (No10 on the charts for periodicals) filled with tips for latant sailors (6)

He's got his own column + Def
No 10 on the periodic table = Neon
filled with = containing
tips for (l)atent sailor(s)

It was the No10 on the charts for periodicals that had me stumped for all that time,

Well done Mr A, great clue! Interesting choice of word, RE, I only twigged to your cricket connection after I'd posted my last clues. Bit slow on that one!
Is the number 112 significant in any way I wonder...
