Just a thought here.... POTS (stops going backwards as in the punctuation at the beginning of the clue) but not convinced.

Is 24A ARCHER and why (I see sign allusion)

I would take that as RO then partners, so
rons, ross, roes or rows.
Don't know if that fits in with the preceding answer in anyway.

For 20d., think "bridge partners" for two letters in the answer.
Plus 3d, 5d, and 21d, 15d, are a further clue to other "partners"....
