I think there's a bit more to this clue

PERCH is the def.
POLE is the answer

Pole and perch (and rod) are all measurement of 5.5 ft.

I think rods are still used on allotments.

Rambler - I thought I had made the parsing clear.
One means to fish = a Pole (using a pole to fish) and a Pole is also a Perch
