8ac. The reason I was uncertain at first was that if I added “LOW” at the end (to decrease it), then took the first “O” , I ended up with a word which could mean the same as the group of fish!

3d definition: property (in the sense of an attribute of a person or thing) starts with Q
14d I have the answer (theatrical term for good luck) but, like you, can't quite get the parsing, apart from the second word being anagram of gale.

I think the penny has dropped.....
