c + locks

8a. Hecuba's country (4)
Cuba

10a. Bit of a loafer, wildly rude and even more noisy (6)
Lo + uder (rude anag)

14a. Chap in stable situation (3)
Les

17a. The bread list (4)
Roll

Quite confident about "Caudal" meaning related to the tail. Assume it's the e that's wrong.

caudel looks spot on, but what about 14a ?

this now looks like LAD, but why ?
I got Les from 'Chap in a stab(LE S)ituation.
